It is tough buying a guitar but most online websites now inspect and setup their guitars.
The quality on the inexpensive guitar in recent years has gotten a lot better with manufacturing technology.

A beginner student can go with an electric or acoustic guitar. Acoustic will be a little less expensive since no amp is needed.
You can get packages which include accessories. Electric guitar packages will included a small amplifier.
One note: You should get be a decent tuner. The tuners include in the packages could be better.

Korg TM 40 Tuner/Metronome is suggested. It is a decent tuner and the metronome has enough volume and a tap feature.

Acoustics

I recommend these for my students who need an acoustic beginner guitar.
Great for the beginner guitar player, Yamaha guitars have traditionally been the best buy.
They are consistent, good quality. You hardly see a bad one.
They stay in tune. Highly recommended.



This is Yamaha's smallest instrument. Its 21 in. scale length and 3-3/4 in. deep body
provides a perfect fit for the youngest musicians (ideal for student ages 3 - 7).
This petite size is the most difficult to produce properly, and many inexpensive "toy" guitars fill this price range.
But don't let them fool you, the CGS102 is a legitimate musical instrument,
constructed with the beautiful tonal woods and meticulous details of a full-sized Yamaha guitar.




This one is also good and a little more affordable for younger students( 5-8yrs)
Model 505 is 1/4 size.
Model 510 is 1/2 size( ages 8-11)
